On July 22nd, the Nikkei Shimbun ran an article focusing on the topic of how to encourage junior high and high school students to develop the strength to live in the world, featuring a discussion between Principal Atobe of Seikei-Gakuen and myself, moderated by Director Ikegami. It was posted on this website on the news page on August 6th with the article linked here.

In the discussion, we also talked about Choate Rosemary Hall. Mr. Takashi Murata, who has been a supporter of such initiatives, spoke with me in a seminar on studying abroad, held for junior high and high school students and their families.

Mr. Murata is an alumnus of Choate Rosemary Hall and went on to study and graduate from the University of Pennsylvania, where I also spent time as a researcher. He was also concerned with the small number of Japanese students studying at Choate Rosemary Hall. With our discussion moderated by Principal Atobe, we exchanged our views on why students should study abroad.

Although there are several study abroad programs offered at Seikei-Gakuen, we wish to further expand them.

After the seminar, we had a reception for about an hour to speak with the students and their families and had a pleasant time. We have high hopes regarding their choices and futures.

On the previous day, I had also participated in the reception for the U.S. College Fair at the American Embassy.

An Encouraging Message – 3

The world was shocked by the recent scandal surrounding Toshiba, a leading company that represents Japan. It was truly a shame.

The company culture of Toshiba has been said to have played a part. As I posted on this blog the other day, an article pointed out that a more fundamental problem underlying the Toshiba scandal is the mindset of many people in Japan, which the National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission (NAIIC) also shed light upon in its investigation of the nuclear accident. Toshiba is one example of this tendency seen in many Japanese companies and organizations.

The root cause of the Fukushima nuclear accident, as pointed out by the NAIIC report, has been recognized across the world.

It was also highlighted by Reputability, a consulting firm specializing in corporate governance, in their article, “Loyalty- Virtue and Risk”. The article argues that “Groupthink” (1, 2) is typical in Japanese firms.

Even in the case of a major accident on the scale of the Fukushima nuclear accident, vital lessons have not been learned and only superficial issues have been dealt with, reflecting the complacent attitudes of the people in positions of responsibility. Experts around the world are watching Japan, regarding the future challenges and issues surrounding the restart of nuclear power.

Learning from one’s mistakes and being accountable are essential for any organization, company or government to gain the trust of the globalized world.

Toshiba’s Issues are based on the Same Underlying Problems behind the Nuclear Accident, as pointed out by NAIIC

Toshiba is currently in crisis. As one of the top Japanese corporations, it has drawn much criticism and attention on both domestic and international levels.

The underlying problem of corporate governance in Toshiba may have reminded many people across the world of the Olympus scandal, which occurred four years ago. This is indeed very true.

In the media, this has been featured in an article in Newsphere [in Japanese] and a major article in the Financial Times (registration is necessary to read the article). Furthermore, the Financial Times article was followed by a piece by Leo Lewis, “Problem of culture: Ever fiercer profit target imposed,” in which he mentions the National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission (NAIIC), of which I served as Chairman. He describes the problem underlying the Toshiba scandal as being similar to issue behind the nuclear accident, as pointed out in the NAIIC report.

The description is eerily similar to that used in the independent report on the Fukushima nuclear disaster, which blamed Japan’s “reflective obedience” and “reluctance to question authority” for contributing the poor handling of the disaster.

Trust is built on the principles of transparency, openness and independence, especially in a world that is connected through the internet. Currently, trust in Japanese corporate governance is wavering. One wonders, even if companies appoint external directors or board members, is it just for the sake of appearance? How is the actual governance being conducted? These questions must be asked.

The book by Mr. Uda (Project Manager of NAIIC), “Obligation to Dissent: Why Organizations Fail,” which I featured on this blog from September 22nd to October 27th last year, examines this issue and focuses on the importance of organizational governance.

Changing the mindset and accepted cultural norms in Japan is a major challenge. It is difficult to regain trust once it is lost.

He had come to discuss his talk “Resilience and the Unimaginable; Technology and Risk: Lessons from Japan” as part of the Carnegie Council’s centenary program, ‘Ethics for a Connected World’.

By the next morning, at around 10 a.m, he had sent me an email thanking me for our discussion along with with his speech text he was thinking of delivering.

Amazing. His intellectual and social prowess is evident from the way in which he integrated the latest literature and the NAAIC report in his talk, and his firm grasp of the arguments and nuances therein. It is an embodiment of his first-rate education, his career path as an acclaimed author, a competent academic in the field of history, and as a politician. You can find his talk here. A few days later (8th-10th), I was in The Hague to attend the World Dementia Council. On the morning of the 10th, before my flight home, I went to the Mauritshuis Museum. Here I happened to meet David Malone, the Rector of the United Nations University, who used to work for the Canadian foreign ministry and knew Dr. Ignatieff well. He told me that Dr. Ignatieff’s talk was excellent, and that he touched a few times upon the findings of the NAAIC report.

I was heartened to hear this. It really makes your day, these kind of things.

 

Encouraging Message

In this Internet-era, more often surprises may come at you. Sometimes, I receive emails from this website of my blog and this time I got one from US Naval officer, Mr John Zimmerman, Manager Submarine Combat and Weapon Control. He told me that he was very impressed by the Fukushima Nuclear Accident Independent Investigation Commission Report by the National Diet (NAIIC.go.jp) chaired by me and he posted in his LinkedIn his comment with a title ‘The Most Honorable Act.’ Thank you, Mr Zimmerman for your encouraging note. The Most Honorable Act

On 11 March 2011 a magnitude 9.0 earthquake occurred off the eastern coast of Japan. The resulting tsunami killed over 15,000 people and destroyed over 400,000 homes and buildings. Fifty minutes after the earthquake struck a tsunami measuring over 40 feet high overflowed the seawall at the Fukushima Daiichi Nuclear Power Plant. While the plant’s nuclear reactors had already been shutdown in response to the earthquake, the flooding resulted in a loss of power to pumps that were needed to cool the nuclear power plants’ reactors. In the days to come reactor core damage and hydrogen explosions would cause substantial radioactivity to be released to the environment.

In response to the disaster Japan’s government set up an independent commission to investigate what had occurred. The report can be found on the internet – Fukushima Nuclear Accident Independent Investigation Commission.

If the commission wanted to find excuses for this tragedy it would not have been difficult to do given the natural disaster that had occurred. Yet it is clear to me that this commission wasn’t looking for excuses. It was looking for the truth. What struck me very hard in the beginning of the report was Kiyoshi Kurokawa’s ‘Message from the Chairman’.

“What must be admitted – very painfully – is that this was a disaster “Made in Japan.” Its fundamental causes are to be found in the ingrained conventions of Japanese culture: our reflexive obedience; our reluctance to question authority; our devotion to ‘sticking with the program’; our groupism; and our insularity.”…

“The consequences of negligence at Fukushima stand out as catastrophic, but the mindset that supported it can be found across Japan. In recognizing that fact, each of us should reflect on our responsibility as individuals in a democratic society.” …

With all of Japan and the world watching the commission’s main message was – this horrible tragedy was of our own making.

How often do you confront issues that you don’t address because you are worried about what might occur, people or organizations that could be embarrassed, retribution that might occur? Today we seek leaders and organizations we can trust. Honor, Courage, and Commitment are our Navy’s core values. We want people who have the courage to confront real problems and ‘tell it like it is’. Only through courage and commitment can the most challenging issues be addressed.

Some may have thought the commission’s report brought dishonor on Japan. To me Chairman Kurokawa’s Message and the report’s honesty, integrity, and transparency was – The Most Honorable Act, befitting the very best traditions of a great country and people.

Chatham House Conference Report

During these past two to three years, I have had many opportunities to be involved with Chatham House.  I recently visited in early February when I went to London.

Last October, the two-day global conference, “The Role of the Nation State in Addressing Global Challenges: Japan-UK Perspectives” was held in Tokyo in early October of last year, co-sponsored by the Nippon Foundation.

I was a speaker on the Fukushima panel and my essay has been published as part of the conference report, along with the introduction by John Swenson-Wright and essays by Adam Roberts and David Steinberg (see pp. 18-23 for my essay).  This can be accessed via the Chatham House website.

Conferring with the WDC at the WHO HQ in Geneva

I left Haneda on the 15th of March. Headed for Geneva via Helsinki, where the World Dementia Council and the Ministerial Council were to convene at the headquarters of the WHO on the 16th and the 17th. Due to some restrictions from the requirements of the National Assembly, the Minister of Health, Labour and Welfare from Japan was unable to attend, but a delegation headed by Hara Katsunori (Vice-Minister of Health, Labor and Welfare) and including people like Dr. Toba, President of the National Center for Geriatrics and Gerontology, attended.

The conference on the following day was aided by the wonderful weather as the participants successfully created an atmosphere conducive to understanding the problems at hand, and sharing the urgency reminiscent of the UK government in August 2013 regarding the issue of dementia.

The discussion at WHO centered around the initiatives being taken in middle- and low-income countries. There were also many positive reviews of the event that had been organized in Japan Legacy Event in November, and many of the participating countries showed their appreciation referring to ‘Japan, Japan’. This left a strong impression on me as the first day drew to a close.

At the conference hall, the WDC distributed copies of the report that summarized their activities.

On the first night, we attended a reception organized by the British Embassy. Jeremy Hunt, the British Secretary of State for Health, was also attending. As I greeted him, he remarked that he had heard that there were over 4 million ‘Dementia Friends’ in Japan. I conveyed to him that the actual number was closer to 5.6 million, which was almost 5% of the total population of Japan.

The next day the director-general of WHO, Margaret Chan greeted the congregation, followed by Minister Hunt, representing the UK which was spearheading this initiative. He mentioned tin his speech the figure that I had mentioned to him yesterday, saying that ‘In Japan, we have nearly 5% of the population participating as Dementia Friends…’. Even discounting the fact that Katsunori Hara had presented earlier in the day, the initiatives taken by Japan were repeatedly highlighted, and the delegation from Japan were excited about the interest that they had garnered.

After the conference had concluded, we paid a visit to the headquarters of the Japanese Mission in Geneva, meeting with Ambassador Otabe and Ambassador Kaji (in Japanese), before returning to WHO to meet with Dr. Nakatani, who had been shouldering the responsibility of Assistant Director General for almost 8 years. We listened to him talking about the various activities and the administrative challenges. We go back a long way since his time at the MHLW.

Later, the 10 members of the Japanese delegation got together and discussed the achievements of the past two days over dinner.

My flight the next day was in the afternoon, and so I spent my time at St. Pierre Cathedral, which is famous as the adopted church of John Calvin, the famous theologian involved in the Protestant Reformation. I was able to see some very interesting historical documents and testimonies.

Recently, I have had the opportunity to refer to incunabula in my talks, and the displayed information about the printing of the Gutenberg Bible and the ensuing reformation in Christianity held a special interest for me.
